The Upper Skagit Library District, in Eastern Skagit County, includes the area within the Concrete School District, from Lusk Road east to the county line. The Mansford Precinct (near Darrington) is not included in the Junior Taxing District. 

How do I get a Library card?

Local Residents

People living in or owning property in the Concrete School District support the Library District through their property taxes and are eligible for library cards. Photo ID and proof of current physical address are required to get a card. 

Children under 16 must have permission of a parent or guardian.

Non-Residents

People living outside the Library district pay a non-resident fee to check out materials. Photo ID and proof of current physical address are required to get a card. 

Non-Resident fee

Individual card:$50 per year or $15 per quarter
Family card:$50 first card, $20 each additional card.
Senior (65+):$35 per year

Using the Library

Everyone can use library materials and services on-site for no charge. If you have an internet connection, our website can be accessed from home, allowing use of online resources such as databases, eBooks and eAudiobooks, catalog searches, account information, items renewals, and item requests.

Patrons are expected to confirm their identity through either their library cards or photo ID.  Library cards should not be loaned to others as the cardholder will be held responsible for all items on their account. Lost or stolen cards should be reported to the library immediately. The first replacement card will be issued at no charge, but subsequent cards will be issued for a fee.

USLD does not charge late fees. There are fees for lost (unreturned for a month or longer) or damaged materials. Fine amounts vary depending on the materials that have been affected. If fines total $10 or more, patrons will temporarily be unable to borrow items.

Technology

The library offers free Wi-Fi internet access 24/7. During library hours, there are public workstations available, in addition to a fifteen-minute express station. The library also has an Early Learning Station  for kids

Library Services in Marblemount

The Upper Skagit Library District is partnering with the Marblemount Community Hall to bring library services to Marblemount! The Hall is located at 60155 State Route 20, Marblemount, WA 98267. Upper Skagit Library District patrons can return their borrowed materials in the book drop in Marblemount. The library offers free Wi-Fi internet access at the Hall from 6am-10pm every day. No passwords are required for access.
