How do I get a Library card?

Concrete Residents

People living in or owning property in the Concrete School District support the Library District through their property taxes and are eligible for library cards.

Children under 16 must have permission of a parent or guardian.

Non-Residents

People living outside the Library district pay a non-resident fee to check out materials. Photo ID and proof of current physical address are required to get a card. 

Non-Resident fee

 

Individual card:$50 per year or $15 per quarter
Family card:$50 first card, $20 each additional card.
Senior (65+)/Handicapped:$35 per year

Interlibrary Loans

If you cannot find the author or  book you want at the Upper Skagit Library, we can try to get the item through an interlibrary loan. Newly published items cannot be borrowed and academic libraries charge $20-25 to lend their books. Usually we are able to find most items at local libraries. Postage charges of $2 for each requested interlibrary loan item will be charged.

Using the Library

Everyone can use library materials and services on-site for no charge. If you have an Internet connection, the website can be accessed from home, allowing use of the databases, eBooks, catalog searches, account information, items renewals, and item requests.

Technology

The library offers free Wi-Fi internet access 24/7. During library hours, there are four public workstations available for an hour’s use per day. A fifteen-minute express station is also available. The library also has an Early Learning Station (AWE) for kids.

Test Proctoring Services

If you are involved in Distance Learning or Correspondence Courses to advance your education or to help find a new job, test proctoring is available at the Upper Skagit Library. Arrangements should be made at least a week in advance with the Library’s Director (360-853-7939). It may be possible to schedule a test before 11am, at the discretion of the proctor.

Library District Boundaries

The Upper Skagit Library District, in Eastern Skagit County, includes the area within the Concrete School District, from Lusk Road east to the county line. The Mansford Precinct (near Darrington) is not included in the Junior Taxing District.
