People living in or owning property in the Concrete School District support the Library District through their property taxes and are eligible for library cards. Photo ID and proof of current physical address are required to get a card.
People living outside the Library district pay a non-resident fee to check out materials. Photo ID and proof of current physical address are required to get a card.

People who live within the library district but are unable to provide proof of residence may access library services for up to 90 days. During this period, they will have a limit on the number of materials they may check out. A photo ID is preferred in order to obtain a library card.
Minors are eligible to receive a free library card upon request. No parental or guardian consent is required. Once issued, the card allows minors to check out materials and access library services in accordance with standard borrowing policies.
Everyone can use library materials and services on-site for no charge. If you have an internet connection, our website can be accessed from home, allowing use of online resources such as databases, eBooks and eAudiobooks, catalog searches, account information, items renewals, and item requests.
Patrons are expected to confirm their identity through either their library cards or photo ID. Library cards should not be loaned to others as the cardholder will be held responsible for all items on their account. Lost or stolen cards should be reported to the library immediately. The first replacement card will be issued at no charge, but subsequent cards will be issued for a fee.
USLD does not charge late fees. There are fees for lost (unreturned for a month or longer) or damaged materials. Fine amounts vary depending on the materials that have been affected. If fines total $10 or more, patrons will temporarily be unable to borrow items.
Unfortunately, the library does not have the ability to accept payments in forms other than cash or check – we do not have the ability to accept credit card payments.
The library offers free Wi-Fi internet access 24/7. Our network is password protected so that the network can be made more secure; please ask staff for the password or if you need to use the Wi-Fi when the library is closed, check the sign posted in our window for the current password.
During library hours visitors to the library will have access to a computer lab and printer. The computer lab has access to Windows, Mac, and Linux operating systems. The library also has an Early Learning Station for kids located in the children’s room.

Patrons with a card in good standing at the Upper Skagit Library may use their existing card at all libraries participating in our Reciprocal Libraries program. Materials borrowed from any reciprocal library may be returned at any participating library, and we will ensure their delivery back to the owning library through interlibrary transit.
The Upper Skagit Library District is partnering with the Marblemount Community Hall to bring library services to Marblemount! The Hall is located at 60155 State Route 20, Marblemount, WA 98267. Upper Skagit Library District patrons can return their borrowed materials in the book drop in Marblemount. The library offers free Wi-Fi internet access at the Hall from 6am-10pm every day. No passwords are required for access.
