Those with cards in good standing at one of the libraries in our Reciprocal Libraries program are eligible to receive a free card from the Upper Skagit Library, equivalent to a local resident card. Please note that materials borrowed from one of our reciprocal libraries must be returned by the patron who borrowed them to the library they borrowed them from; we are unable to return materials to other libraries for you.
